Abstract Specific Learning Difficulties is included as a category of disability in Hong Kong's newly released Rehabilitation Programme Plan 2007. Implications of the inclusion, rights of the persons concerned under the Disability Discrimination Ordinance and relevant international treaties, obligations of the Government and Hong Kong as a whole, and role that medical practitioners can play to help fulfill these obligations are discussed in this article.
